The Punjab bureaucracy committed another betrayal with Usman Bazdar

LAHORE: The Bureaucracy has added another feather in the cap of Punjab Chief Minister by getting approval of unprecedented extension in the contract of two Addl. Directors of Special Protection Unit (SPU) Punjab Police despite the CM refused twice to approve their extensions, reportedly due to serious allegations against the said officers.

The mysterious extension in contracts would not only fall heavy on the national exchequer to the tune of millions of rupees but also make it precedence for the delinquent officers to work against the set rules and regulations. 

The ‘illegal extensions’ in the contract of said officers also created fuss at SPU Headquarters due to break-period defying the continuity of their duties as the IG Punjab had already appointed incumbent officers after rejection of their summaries twice. The sudden notification by the Punjab Government after expiry of their contracts does not fulfill the requisite procedure, sources in police department claimed.

Former Addl. Directors SPU Col (retd) Nadeem and Col (retd) Mehdi Najam were basically appointed in 2017 on contract basis for a period of three years. In April 2020 and May 2020, their contracts were extended for further one year which expired on April 13, 2021 and May 17, 2021 respectively. 

IG Punjab forwarded their first summaries for extension on March 11, 2021 which were rejected by the CM. IG Inam Ghani was asked to send the compelling summaries again which were also rejected by the Chief Minister in June this year.

Following the rejection of their summaries twice, IG Punjab withdrew all the perks and privileges from these two officers and they were completely separated from the departmental duties rather they were sent home. 

Further more, after their departure the CPO Punjab assigned the additional charge of these vacant posts to other incumbent SPU officers in their places, through a notification,  dated July 8, 2021, Copy of which is available with The News. 

Meanwhile, a third summary was moved to the Chief Minister under mysterious circumstances for their contract extensions despite the break in their official duties. This time Punjab Chief Minister approved extension in their employment contracts for one year with retrospective effect, ignoring the break period and burden on the national exchequer against “no work”. 

According to the prevailing contract policy, the contract can only be extended for on-duty employees holding tge appointment. In case of termination of contract and discharge from duty, the employees have to re-apply for their contracts for which there is a different procedure.

The officers at SPU Headquarters are also wondering how the contracts of these officers were extended without requisition by the SPU authorities.

Sources in Punjab Police told this correspondent that there will also be a huge audit objection against the department. SPU officials despite intense pressure from high officials have not yet given them any charge due to ‘illegal contract extensions’. The officers tried to create fuss at the headquarters. However, they were asked to get posting orders from IGP. A letter is also being written to IGP highlighting the issues in the unprecedented extension in their contracts. 

The Service & General Administration Department (S&GAD) issued notifications to extend the employment contracts of these two officers on August 9, 2021 without confirmation of their status of being on duty, due to which these two officers are now demanding millions of rupees from the national exchequer in terms of their absentee salary and arrears; for the period they lost their jobs and went home. In this way, the national exchequer will now suffer with millions of rupees for no reason.

Spokesman of Punjab Government Fayyaz ul Hassan Chauhan, talking to The News, said that he was not aware of the current issue. He sought brief message about the issue so that he could get details from the concerned department and give his version. A detailed message with queries was sent to him but he did not respond further.
