Major progress in Lahore Police Anti-Drug Campaign

LAHORE: Capital City Police Officer (CCPO) Lahore Additional IG Ghulam Mahmood Dogar was today in a meeting presided by him at District Police Lines.
In the meeting, he said that Lahore Police has decided to revive the Narcotics Investigation Units (NIUs) at SDPOs level in each sub division to better fight and eradicate the menace of drug abuse and make provincial Capital a model Drug Free City by improving the conviction rate in drug peddling cases. 
As many as two to three specialized Investigation Officers would be posted at these NIUs after their necessary training to properly deal with the matters of investigation of narcotics cases.

(R) Sohail Chaudhary, Prosecutor General Punjab Rai Mushtaq Ahmad, Chief Drug Inspector Punjab Azhar Jamal Saleemi, Deputy Director Operations Anti-Narcotics Force (ANF) Major Waqar Ahmad, Syed Zulfiqar Hussain Consultant Anti-Drugs/Narcotics Campaign, representative of Excise department, CIA and Special Branch all SSP and SSP of Investigation and Operation Wings, SDPOs and related officers attended the meeting.

 While addressing the participants, Ghulam Mahmood Dogar said, breaking down the investigation of drug crimes to the NIU would provide for a much more efficient and transparent process for curtailing drug crimes. The reforms introduced in investigation and prosecution process through NIU would ensure maximum punishment awarded to the culprits, something which has been needed to curtail the drug epidemic that has become prevalent in the city. 
This process would also allow for more transparency and due process as the personnel of the operations wing in collaboration with Anti-Narcotics Force, Special Branch, Excise department and Drug Inspectors would conduct intelligence based raids, arrest criminals and lodge cases. 
The NIU detectives would then conduct investigation, collect evidence according to the checklist and pursue the cases in courts, allowing for a more fair process of law.
The CCPO Lahore added that Specialization of drug crime investigation would also be a relief for the police, which has already been overburdened with investigation of crimes, other than the overload of drug cases. While dealing with drug cases, it is important to remember to target the cause of the drug epidemic and not the symptoms. Thus, it is more efficient to curb the selling source than targeting the individual users. In that way, this policy allows a more effective solution, by getting at the source, than laws targeting individuals.
Ghulam Mahmood Dogar said, it will be the responsibility of SDPOs if any accused culprits of narcotics case get acquittal by the courts and avoid convictions due to weak challan or lacunas in investigation processes. 
Prosecution department and NIUs would go hand in hand to remove any possible lacunas or flaws in such cases to insure convictions. A three day training course will soon be conducted in supervision of DSP Rehan Jamal at District Police Lines where experts from Prosecution department will impart necessary training regarding investigation process to the IOs inducted for NIUs. 
Ghulam Mahmood Dogar aslso said that, a check list has been devised to meet the requirements of the different phases of investigation whereas each and every case of narcotics will be dealt according to this checklist so as to ensure conviction of accused persons from the courts. Officers of Lahore police discussed with the sister agencies and allied departments the proposed line of action to arrest the bigwigs of drug trafficking and medical stores involved in selling injection drugs through information based sting operations. 
Lahore police has provided list of 75 drug stores to the Chief Drug Inspector, selling injection drugs to the addicts for joint action including registration of cases, huge penalties including sealing of medical stores and cancellation of their licenses. Lahore police has also updated list of 300 active drug dealers mainly involved in drug trafficking in the city and a large scale crackdown would be initiated against them in collaboration with sister agencies including ANF. 
CCPO Lahore designated SSP Operations as the focal person to conduct raids for arrest of drug traffickers whereas SSP Investigation has been assigned as the focal person for investigation in narcotics cases. 
Ghulam Mahmood Dogar warned, the officers and officials of Lahore police if found guilty or involved in facilitating the organized crimes including drug peddling will be dealt with iron hands. Lahore Police earlier being the solo player has played role of sole complainant, witness and investigator in cases against drug peddlers however the conviction rate remained only 48 percent. Lahore police has decided to take all the sister agencies and allied departments as active players and partners to formulate a joint strategy and line of action to curb the menace of drug abuse from society as this is a shared responsibility of all stakeholders. 
An awareness campaign would also be launched in collaboration with educational institutions, Civil Society and media to make people particularly our youth aware about the drastic affects and damages of drug abuse on victim’s health as well as their social, financial and family life. There is a dire need to focus on deduction of both supply as well as demand side of drugs and to bring into mainstream the addicts and students of colleges and universities for reform and rehabilitation purposes. 
There are around five to six thousands drug addicts in the city and primarily these are the main customers of narcotics particularly injection drugs. ANF assured Lahore police complete cooperation in action against drug dealers and to further improve and strengthen the information sharing mechanism to cut the supply line of drugs in the city. The members of the meeting stressed upon the need to increase the treatment and rehabilitation facilities for drug addicts in Health sector so as to bring such people in the mainstream of life. 
Chief Drug Inspector Punjab Azhar Jamal Saleemi said there are more than 5000 medical store in the city and  only around 70 to 80 drug stores have been allegedly involved in selling injection drugs to addicts. He assured the stakeholders to increase field formation inspections as many as154 Drug Inspectors are functioning at tehsil level and 09 Town Drug Inspectors are working at city level, taking legal action against the medical stores on any violations.
